Operational Policy

  for  Lake Lauderdale Mills Pond Park, Ft. Lauderdale, FL

(Revised August, 2008)   

This ‘Operational Policy ‘ outlines the requirements for use at Lake Lauderdale (hereinafter referred to as ‘The Lake’). The Lake is leased from the City of Ft. Lauderdale. The Lake is open to all current members of the Gold Coast Ski Club who are also Active Insured Members of the USA Water Ski Association (USAWS). You must carry your current USAWS Membership Card, or a copy, with you at all times while you on site.

The Board of Directors has the authority to set any initiation fees on an annual basis, to impose any renewal membership fees on all members using Lake Lauderdale, to limit the number of new memberships, and to enforce all rules and policies enclosed, but not limited to, as deemed necessary.  

These policies are in agreement between the Club and the City of Ft. Lauderdale, therefore we MUST follow these policies to continue to use this site. Misuse of the Policies and/or Lake will not be tolerated.

ALL members shall agree to abide by all rules as set forth by the Board. Failure to abide by the Rules will result in, but not limited to, the following:  

. Type I Rule ~ will result in revocation of membership. Any revocations mean forfeit of fees.

. Type II Rule ~ will result in a 30-day suspension of member's lake privileges on the first violation and a revocation of membership on the second violation.

  Please report any Members misusing the Site and/or Policies to any Officer of the Club.

( All reports and names are kept confidential ).  

Please report any unauthorized people or any vandalism to the Police or Park Rangers at 954-828-4565.  

Permitting procedures and Rules & Regulations for site use are defined within.

Section I  

BOAT PERMITS  

1.        Permit Year - January 1 through December 31.  

2.        Permit Application - All applications & inspections are by appointment only. Applications / inspections must be made in person at Lake Lauderdale . The boat owner must bring his or her boat for inspection at the same time the permit is applied for. The Boards’ appointee(s) shall inspect each applicants boat and/or each members ‘replacement’ boat, and shall issue ‘replacement’ or annual permits to each current and active GCSC & USAWS member with a current ‘Certificate of Insurance’ and all Permitting requirements.

  TYPE II  

3.        Permit Location - One Permit must be permanently affixed on the lower left boat windshield and one Permit must be permanently affixed on the left side of the trailer tongue.  

TYPE I  

4.        Permit - Permits are NOT to be moved, exchanged between boats, used on a non-approved boat, and/or loaned to any member or non-member at any time.  

Section II  

BOAT REQUIREMENTS  

TYPE I

1.        All boats must be on the USAWS approved boat list. NO jet boats or personal watercraft. You can check the list at: http://www.usawaterski.org/graphics/downloads/ApprovedHistory83-06.pdf

2.        All boats shall have a current State Registration & Decal in the GCSC members name and at all times meet Coast Guard standards and all USAWS Rules currently in effect.

3.        The Registration numbers and Decal must be located where they are visible at all times.

4.        Rev.1/1/04 Each boat shall carry a minimum of $500,000 Liability Insurance.

5.        Rev.1/1/04 Each boat shall provide a Certificate of Insurance naming The Gold Coast Ski Club, USAWaterSki, & The City of Ft. Lauderdale as Additional Insured. The Gold Coast Ski Club shall be named as the Certificate Holder.  

TYPE II  

6.        Each boat must contain the Safety Equipment listed below:

a)        One wearable Coast Guard Approved lifesaving device in good condition for each person on board and one throwable lifesaving device on each boat.

b)        Each boat must have a Mirror placed in the center of the boat windshield area, which is sufficiently large enough to observe a skier OR have an observer in addition to the boat operator.

c)        One Coast Guard Approved or Underwriters Laboratory “Marine Type”, Type B, Size I, Fire Extinguisher.

d)        One hand or power operated Horn or Whistle capable of producing a blast of a two second duration and audible for a distance on one half mile.

e)        Lighting requirement #1 - One white light aft, such light to be unobstructed by any part of the vessel so as to be visible from all directions.

f)          Lighting requirement #2 - One combination red and green light on bow showing green to starboard and red to port, so fixed as to throw the light from ahead to two points abaft of the beam on the respective sides.

g)        One alternate method of propulsion; a paddle, oar or other suitable device.  

Section III  

BOAT DRIVER REQUIREMENTS  

TYPE I  

1.        No minors (under 18 years of age) shall drive a boat without adult supervision unless the minor has taken a State approved Safety Course and sent copy of such to the Club (in accordance with Florida law 1998).  

2.        Driver Requirements - All drivers shall be Active Insured Members of the USAWS.  

TYPE II  

3.        The following Driver Rules shall be followed:

a)        Drivers must use the prescribed lake patterns.

b)        Drivers must stop boat and pull in the towrope immediately after landing the skier.

c)        Maintain a no wake speed in the entire area unless skiing.

d)        Keep boat a safe distance behind preceding boats and do not follow directly behind a skier.

e)        Return to a fallen skier immediately and pickup a fallen skier on the drivers’ side of the boat.

f)          Use extreme caution or turn off engine while skier is getting in or out of boat.

g)        Do not operate a boat with anyone sitting on the gunwales or bow.

h)        Driver must sit in seat properly and at all times.  

Section IV  

GUESTS  

TYPE I

1.        Guest(s) (non-club members) MUST be an insured Active USAWS Member in order to ski, drive, and/or ride in the boat during Sanctioned practices, tournaments, events, clinics, and exhibitions.

2.        Guest(s) are NOT allowed to use the jump ramps.  

TYPE II

3.        A two (2) Guest limit per boat.

4.      A guest can ski a maximum of three times in a one-year period. In order to ski additional times within that period, the guest would be required to join the club. (Revised 08-2008)

5.        A non-renewed GCSC member from the previous year is NOT eligible to be a Guest.

6.        Members are responsible for the actions of their Guest(s).

7.        Members are responsible for any equipment and/or property damaged and any violations by their guests.  

 

Section V

SITE RULES & REGULATIONS   (Revised 10-2007)

TYPE I

1.        NO COMMERCIAL water skiing of any kind is permitted. NO EXCEPTIONS.

2.        Any member that uses a boat at Lake Lauderdale, shall pay a $20. key deposit to obtain a key. The Key will be changed on a yearly basis and the member will be required to turn in his old key in order to obtain a new key for the year. If the member has lost his key an additional $20. deposit will be required to obtain a replacement key, and he will forfeit his previous deposit. When a member resigns from the club or his membership expires or is revoked and is not renewed, he is required to return the key in order to have his deposit refunded. If a member resigns or expires and he does not return his key for a period of 24 months, his $20. deposit is forfeited.    Boat Ramp Gate key and/or combination is NOT to be given out, exchanged, loaned, etc. to any member or non-member at any time.

3.        Boat Ramp Gate shall be locked at ALL TIMES.

4.        No minors (under 16 years of age) shall ski without the presence of an adult (over 18 years of age) Club Member in the boat.

5.       The Jump Ramps are intended for use as a barefoot jump and a ski jump only. Use of any other device(s), including wakeboards and kneeboards are prohibited. The only exception is during a scheduled Team Practice, Show, Tournament, or Exhibition where the Division Director authorizes the use.

6.        All Safety Rules are to be followed regardless of day, time, or number of people at the Lake .  

TYPE II

7.        No skiing is allowed on Mondays (per 1991 Agreement with the City of Ft. Lauderdale).

8.        No dogs are allowed at Mill’s Pond Park (in accordance with Park Regulations).

9.        All days of the year will be open for USAWS Approved water skiing only, with the exception of Tournament, Event, Show, & Exhibition days, Clinic days, City use days, and/or Mondays.

10.     The site is for USAWS Approved water skiing only. NO tubing of any kind is allowed.

11.     NO skiing while a ‘Work Party’ is being held unless approved by the head of the ‘work party’.

12.     The Board of Directors must approve all structures placed on the site. No unauthorized additions of any kind to the property.

13.     Members are responsible for removal of their own trash into proper containers.

14.     Members are responsible for the actions of their children.

15.     Members are responsible for any equipment and/or property damaged by their use.

16.     Common courtesy shall prevail towards fellow skiers, spectators, property, etc.

17.     Alcohol and reckless behavior are prohibited.

18.     Children are NOT allowed to play on any dock, jump ramp, or at the boat ramp area.

19.     Children under ten (10) years of age are required to wear a flotation device while playing and/or swimming except under the direct supervision of an adult.

20.     All skiers shall wear USAWS or Coast Guard approved flotation with the exception of any USAWS Rules and/or State of Florida Laws .

 

  Section V

SITE RULES & REGULATIONS continued…..    

21.     Skiing shall be permitted sunrise to sunset.

22.     Each boat shall follow rotation in order of arrival with no preference for any event.

23.     Each boat shall be allowed a maximum of fifteen (15) minutes on the water. There is no limit on the number of skiers or passes a skier may take during the 15 minutes.

24.     Revised Feb.2000 If you are willing to split the Lake with one (1) other boat during your turn, you must first offer the option to the next boat in line. You may go down the list of boats, in order of rotation, until someone wants to split the lake during your time slot. It will count as one turn for both boats and the set will be the normal 15-minute increment. Both boats will then go to the end of the rotation with the boat that jumped ahead now in rotation after the boat they shared the lake with.

25.     Waiting boats shall be ready at the completion of the prior boat(s) turn or forfeit its turn.

Rules 26 and 27 deleted June 2007

26.     The Show Division will have use of the Lake for practices every Saturday for one-hour increments, every odd hour. Use during the even hours will remain in 15-minute increments for all other members. Skiers and/or Boats used in the odd hours are not to be used during the even hour increments unless no other members have use of the lake.

27.     The Wakeboard Division will have use of the Lake on Tuesdays from 4:00pm until sunset for scheduled demonstrations/practices.

28. Revised April,2005 Members boats shall only be launched into the lake by utilizing the boat ramp. Launching of a boat at any other location is strictly prohibited.

Rules 29 to 33 added June, 2005

29.  Boats shall not drive down the center line of the slalom course (between the yellow boat guide buoys) unless towing a slalom skier or calibrating speed control equipment or speedometers.

30. If a slalom course buoy or magnet is clipped, it is the GCSC permitted boat owner's responsibility to immediately replace it in accordance with the slalom course assembly/repair procedures set forth on the GCSC website, utilizing the materials stored at the north end of Lake Lauderdale .

31. If a slalom course shore-to-shore line is cut, it is the GCSC permitted boat owner's responsibility to immediately contact the 3-Event Director.

32.  If a GCSC member witnesses an infraction of Rules 29, 30, or 31, he/she shall immediately notify the 3-Event Director of the infraction.

33. All owners of boats to be permitted by the GCSC must physically demonstrate the approved slalom course buoy assembly procedure, as illustrated on the GCSC website,  prior to receiving their key to the boat ramp.

Rule # 34 added August, 2006

34. It is MANDATORY for all boat owners to carry in their glove box a copy of the USAWS Club Practice Log for an "Approved  Practice."  This form must be filled out by the boat owner at any time that his boat is being used at Lake Lauderdale / Mills Pond Park . All participants must be Active USAWS members.
